Your Korean University Might Not Be Able to Get You a Visa

Every year the Korean government names institutions whose student visas will be refused as a matter of course. For the second semester of 2026 there are twenty of them. Getting admitted to one of these does not mean you will be able to come, and almost nobody publishes the list in English.

There is a specific way a Korean study plan falls apart that nobody warns you about. You apply, you are accepted, you pay a deposit, you pay an agent, and then the visa does not come. Not because of anything in your file. Because of the institution that admitted you.

What the designation actually is

Every year the Ministry of Education and the Ministry of Justice run a joint assessment of how Korean institutions recruit and look after international students. It has been running since 2012. The assessment weighs the share of an institution's students who fall out of visa status, the tuition burden it places on them, whether language ability is genuinely checked at admission, and how the institution supports students once they arrive.

Institutions that pass are certified. The scheme is called IEQAS in English (교육국제화역량 인증제), and there is a separate guide on what certification means.

Institutions that fall far enough short are designated 비자정밀 심사대학, which translates roughly as "intensive visa screening university". The name understates it. The government's own description of the consequence is 비자 발급 원칙적 금지: visa issuance is refused in principle.

Who is on the list for 2026

For the assessment published in February 2026, twenty institutions were designated, and the restriction runs for one year from the second semester of 2026.

Why you probably have not heard about this

The list is published once a year, in Korean, as an appendix to a ministry press release, in a PDF attachment. It is not on an English-language portal. It is not on the institutions' own sites, for obvious reasons. And the agencies that recruit students to these institutions have no reason to mention it.

That last point is worth sitting with. The institutions most likely to be recruiting aggressively through paid agents are the ones that cannot fill their seats organically, which correlates with the record that got them designated in the first place. The channel most likely to reach you about one of these institutions is the channel least likely to tell you.

What to do if your institution is on the list

What to do if your Korean university is under restricted visa issuance

  1. Check the list yourself

    Find the institution on our named list and open the official announcement linked there. Match the Korean name, because Korean institution names collide easily and a similar name may be a different, unaffected institution.

  2. Check which programme type is restricted

    A language-programme designation does not affect degree programmes, and the reverse is also true. Make sure the restriction covers the programme you were actually admitted to.

  3. Ask the international office in writing

    Email the institution's international office and ask directly whether it is currently under 비자정밀 심사 and what that means for your intake. Ask for the answer in writing. A straight answer is a good sign, and evasion is information too.

  4. Do not pay anything further until you have an answer

    Deposits are frequently non-refundable, and agent fees almost always are. Ask before you pay, not after.

  5. Check whether your agent already knew

    The designation has been public since February 2026. If someone recruited you to a restricted institution without mentioning it, weigh that when deciding whether to keep trusting their advice.

  6. Look at alternatives while you still have time

    Certified institutions get a simplified visa process, and there were 181 of them for degree programmes in the same announcement. Being on the restricted list is not the only option available to you.

Absence from the list does not mean an institution is safe

This is the part most coverage gets wrong, so it is worth being precise.

The announcement publishes two lists by name: certified institutions, and restricted ones. It explicitly withholds two others. Institutions that are simply not certified are not named, and institutions placed under enhanced screening (컨설팅대학, thirteen of them for degree programmes) are not named either. The document says so in as many words: 일반대학과 컨설팅대학은 명단 비공개.

So there are four possible states an institution can be in, and you can only see two of them.

An institution missing from the restricted list might be certified, might be uncertified, or might be under enhanced screening without that being public anywhere. The useful check is therefore the positive one: rather than confirming an institution is not on the restricted list, confirm that it is on the certified list.

What this does not mean

A restricted institution is not necessarily a scam, and the students already enrolled there are not doing anything wrong. Institutions land on this list for reasons that include poor record-keeping and weak admissions screening, not only bad faith. Designations also expire: the restriction runs for one year, and institutions that want to improve can take consulting from the National Research Foundation of Korea and be reassessed.

It also does not mean a certified institution is academically better than a restricted one. Certification measures how an institution manages international students. It is not a ranking, and a strong department can exist at an institution with weak administration.

What it does mean, concretely and for you, is that a visa application submitted through a restricted institution for the covered intake is expected to be refused. That is a practical fact about your next year, whatever the underlying reasons.

My university is on the list for language programmes only. Does that affect my degree application?
No. A language-programme designation covers the language course, not the degree programmes, and one designated institution is certified for its degree programmes in the same announcement. Check which programme type the designation names before drawing conclusions, because the two are frequently reported as if they were the same thing.
My university is not on the restricted list. Does that mean it is fine?
Not necessarily. The announcement names certified institutions and restricted ones, but deliberately does not name institutions that are simply uncertified, or those under enhanced screening. The stronger check is the positive one: confirm the institution appears on the certified list rather than confirming it is absent from the restricted one.
How long does a restriction last?
One year from the second semester of the academic year named in the announcement. Institutions can be reassessed, and those wanting to improve can take consulting from the National Research Foundation of Korea. Because the list is reissued annually, always check the current year's announcement rather than an older article.
Should I ask my agent about this?
Yes, and their answer is useful information regardless of what it is. The designation has been public since February 2026, so an agent recruiting to a restricted institution either knew and did not say, or did not check.
